LISBON — An evaluation for competency to stand trial was being issued for Ryan Thompson, 40, listed as homeless and charged with felony assault for a May 27 incident in Salem when he kicked a police officer.
Thompson appeared before Judge Scott Washam in Columbiana County Common Pleas Court on Tuesday. His attorney asked for leave to file a motion for a competency evaluation, which the judge granted.
During the hearing, the defendant reportedly made statements not entirely clear or logical and became agitated.
The evaluation will be done by the Forensic Psychiatric Center of Northeast Ohio. A status hearing was tentatively set for Nov. 3.
Besides the fourth-degree felony assault charge, other charges against Thompson include misdemeanors of disorderly conduct and criminal trespass. Thompson allegedly attempted to gain access to the Call Sign Alpha gun store in Salem, showed signs of impairment and tried to walk away from officers. After being detained, he allegedly made multiple threats towards officers, fire department medics and EMT personnel, then when being taken out of the cruiser, he flung both legs out and kicked Patrolman John Brooks.
Also in Common Pleas Court, Charles A. Shasteen Jr., 44, U.S. Route 30, Kensington, had his community control continued, but was ordered under house arrest for 30 days and ordered to complete 40 hours community service after the house arrest for violating the terms of community control. He had been sentenced in July for two counts of cruelty to animals, one a fifth-degree felony, and the other a misdemeanor for causing serious harm to an animal by negligently depriving it of wholesome food and water while in his care on April 4, 2021.
Anthony Dobozy, 36, Youngstown, pleaded guilty to theft from a person in a protected class, a fourth-degree felony, along with charges of forgery and prosecutor’s information for aggravated possession of drugs, with sentencing set Dec. 5. Dobozy deprived Paul Hartman of $2,797 by forging 18 checks from Nov. 19, 2021 to Dec. 15, 2021 and possessed methamphetamine on Dec. 27, 2021.
A Warren resident who attempted to hit an East Palestine police officer with a vehicle last year was sentenced to an indefinite term of 2 to 3 years in prison for felonious assault plus an additional year for a fleeing charge.
Cassidy M. Francis, 23, recently appeared for sentencing in Columbiana County Common Pleas Court on both felony counts. Francis will receive credit for 207 days already served in the county jail.
Francis entered guilty pleas to felonious assault, a second-degree felony, and failure to comply with an order or signal of a police officer, a third-degree felony, earlier this summer. Francis attempted to strike East Palestine Police Detective Dan Haueter with a vehicle on July 9, 2021 while attempting to flee from police to avoid arrest.
Also in Common Pleas Court, Chad Ryan, 45, Dover, was sentenced to nine months in prison for attempted compelling prostitution and attempted unlawful sexual conduct with a minor, both fourth-degree felonies, and importuning, a fifth-degree felony. Ryan was accused of arranging to purchase sex with an agent posing as a mother and her 14-year-old daughter, with Ryan offering $800 but agreeing on the price of $1,000 before traveling to East Palestine for the meeting in May 2021.
Matthew W. Juillerat, 31, Youngstown, was placed on community control for three years after pleading guilty to receiving stolen property, a fifth-degree felony, for taking a Troy Built 5500-watt generator and tools belonging to Randolph Juillerat on Sept. 25, 2020. He was ordered to make restitution of $100 to the victim, Randolph Juillerat.
EAST LIVERPOOL — In East Liverpool Municipal Court, a pretrial was set Sept. 15 for Dakota Powell, 27, state Route 39, Wellsville, with bond set at $5,000 cash or surety, for an assault charge.
Powell allegedly struggled and fought with nurses and security while at East Liverpool City Hospital on Aug. 27, allegedly assaulting a security officer.
Todd Birch, 52, St. John Street, was fined $1,150 and sentenced to 60 days in jail, with 54 days suspended, for operating a vehicle under the influence of alcohol or drugs, reasonable control and unsafe vehicle. An additional OVI charge was dismissed. He was also ordered to complete 60 hours of community service and his license was suspended for a year.
Donald Franklin III, 23, state Route 45, Wellsville, was fined $250 and sentenced to 90 days in jail, with 55 days suspended, for theft. He was also ordered to complete 100 hours community service, have no contact with Walmart and make restitution of $714.
A probation revocation hearing was set Sept. 15 for Jereme Daily, 43, Tennessee Avenue, with bond set at $5,000 cash or surety, for charges of receiving stolen property and drug paraphernalia. The charges stemmed from him selling $96 worth of aluminum to Six Recycling from an airport luggage cart and scrap stolen from a yard in East Liverpool on Nov. 6, 2020 and possessing a straw with white powder residue on July 14, 2021 in the Chase Bank parking lot.
A domestic violence charge was dismissed without prejudice against Christopher Call, 46, Wyoming Avenue. Call had been accused of assaulting a woman on Aug. 19.
Rilee Ward, 20, Fairway Road, was fined $250, ordered to complete 20 hours community service and have no contact with Walmart for a theft charge for taking $53 worth of merchandise from the store on April 25.
James Strait, 42, Lincoln Avenue, Salem, was fined $285 and sentenced to 60 days in jail, with 50 days suspended and 10 days imposed, for driving under suspension and traffic device violation.
A pretrial was set Sept. 15 for Eric Hebb, 51, West Sixth Street, charged with driving under suspension. A probation violation hearing is also set regarding an OVI refusal, failure to reinstate and illegal plates.
Natalie Parker, 19, North Shady Lane, was fined $250 and ordered to complete 20 hours community service for petty theft, and to have no contact with Walmart.
Mettie Gordon, 61, Vine Street, was fined $250 and ordered to complete 20 hours community service for petty theft, and to have no contact with Walmart.
Sidni Livolsi, 33, East Liverpool Road, Wellsville, was fined $150 and ordered to complete 10 hours community service for driving under suspension.
Locke Goodman, 45, Dresden Avenue, was fined $180 for speeding and expired plates.
Donna Jarvis, 30, Maple Hill Road, Salineville, was fined $180 and ordered to complete 10 hours community service for driving under suspension and failure to signal.
John Buchanan, 30, Maplewood St., was fined $150 for driving under suspension.
Kira Jackson, 34, Vale Street, was fined $150 and sentenced to 40 days in jail, with credit for seven days served, for theft and criminal trespass.
Eric McQueen Jr., 31, Youngstown, was fined $650 and sentenced to 30 days in jail, with 20 days suspended and credit for eight days served, for tinted glass, failure to display plate or valid sticker, two counts driving under suspension and two counts drug paraphernalia offenses. A possession of marijuana charge was dismissed. He was ordered to complete 20 hours community service.
Hailey Russell, 18, Sprucevale Road, was fined $250, sentenced to 60 days in jail, with 56 days suspended, leaving four to serve, for petty theft. She was ordered to complete 20 hours community service.
An assault case against David Jackson, 57, Jackson Street, was transferred to Columbiana County Municipal Court. Jackson allegedly showed up at an apartment on East Fifth Street and struck another man with a metal stove burner in July.
Other cases transferred to county municipal court for hearings to be set this fall included Janelle Kim, 27, Berea, OVI and no seat belt; Barry Ours, 47, Fourth Avenue, OVI refusal, no license and left of center; Amber Maraud, 39, Bloomfield Road, drug paraphernalia; Austin Young, 27, Sprucevale Road, Rogers, fictitious plates, speeding, marked lanes and two counts failure to reinstate license; Johnny Exline Jr., 48, Bradshaw Avenue, two counts driving under suspension, failure to obey traffic signal and failure to display plate or valid sticker; and Ryan Pritt, 40, Lisbon Street, two counts no license, fictitious plates, illegal plates and three counts infestation and screening.
Tyrone Crafter, 28, Youngstown, was ordered to pay costs for possession of marijuana.
A bench warrant was issued for Jonathan White, 38, Wick Street, Salineville, who failed to appear for no license, speeding and possession of drug instruments. White allegedly had a loaded syringe in a book bag during a traffic stop Aug. 31 on McGuffey Drive.
A bench warrant was issued with a bond of $10,000 cash or surety for David Haught Jr., 36, Florence Street, who failed to appear on charges of theft, criminal trespass and possessing criminal tools.
Other defendants who failed to appear included: Curtis Duncan, 61, East Main Street, Salineville, driving under suspension, fictitious plates and improper registration; Aundria Salisberry, 29, Vine Street, assured clear distance ahead; Brandon Call, 20, Pittsburgh, Pa., speeding; Andre Sloan, 22, Danbury Avenue, Wellsville, speeding; Leonard Coursin, 71, Henry Avenue, improper display; and Ashlee Durbin, 26, Gray Court, S.C., driving under suspension.

LISBON — In Columbiana County Municipal Court, a case against Robert Harroff, 34, North Lima, was bound over to the county grand jury for a second-degree felony burglary charge and a fifth-degree felony of possession of tools for allegedly breaking into a Lisbon Road, Leetonia residence.
Harroff waived his right to a preliminary hearing, posted bond of $30,000 cash or surety and was ordered to have no contact with any resident at the address in the 1100 block of Lisbon Road.
Sheriff’s deputies received a call at 1:12 a.m. Aug. 29 for a burglary in progress at the residence of Evelyn Campbell on Lisbon Road, Leetonia where the son of the victim had confronted intruders in the home and fired his handgun. An affidavit said it was believed there were two intruders inside stealing items when confronted, who failed to comply with verbal commands and fled out a bay window, breaking the glass and running to a nearby black Ford F-150, leaving the scene.
Images were captured of the suspects and the one was allegedly identified as Harroff. The suspect truck was located in North Lima and contact was made with Harroff, who allegedly admitted to being at the residence. Gloves, bolt cutters and headlamps were found in the truck.
A pretrial was set Sept. 15 for Joseph Moore, 51, Spiedel Road, East Rochester, charged with two counts of violation of a protection order for allegedly sending text messages on Aug. 15, 16, 26 and Sept. 1 to the cell phone of a Hanoverton woman who has an active protection order against him.
An assault charge was dismissed by order of the prosecutor against Courtney Orr, 31, state Route 45, Leetonia, who was accused of grabbing another inmate at the county jail and punching her on Aug. 1.
Shawn P. Beck, 51, Creek Road, New Waterford, was fined $300 for two counts of theft for stealing four cans of beer and a lighter on Nov. 30, 2016 from the East Palestine Marathon, and then a bag of tobacco on Dec. 5, 2016, also from East Palestine Marathon.
Keith Carlisle Jr., 58, East Perry Street, Salem, was fined $175 for driving under suspension, traffic control devices and improper backing.
A pretrial was set Nov. 15 for Tyler John Holenchick, 25, Bank Street, Salem, charged with failure to reinstate.
A pretrial was set Dec. 8 for Timothy Ray Webb, 42, West State Street, Salem, charged with driving under suspension.
LISBON — Brittany Satterfield, 31, Pine Hollow Road, Lisbon, was served recently in Ashtabula with a secret indictment issued by the Columbiana County Grand Jury for a fifth-degree felony drug count. The charge was possession of a fentanyl-related compound, allegedly on Feb. 15, 2022.
